Once you walk across the border, you can take a taxi to El Dorado.
There are always taxis available as you enter Mexico. I recommend Taxi Libre as they are the least expensive. They are metered taxis so it is a set price to a particular destination (like taxis in the U.S.). There is no negociation. The Tijuana locals prefer to use Taxi Libre because they cost less.
The other (yellow) taxi's are more expensive; you must negotiate a price with the driver when he picks you up, but they are larger and can accomodate more passengers and/or larger loads of luggage or packages.
If going directly to El Dorado, have the taxi take you to the corner of 7th Street (calle septima, 7ma.) and Revolution Avenue (Avenida Revolución).
Look for El Dorado's sign or blue & white awning across street from the Mexicoach building (bus station).
Here is handy map showing the cross-streets on Revolution Ave and a nice tourist map of Tijuana.
Review El Dorado's location on Revolution Avenue (Avenida Revolución).
